“The Stark proposal would benefit directly from legislation the Jackson administration will seek in January from Cleveland City Council to create four new zones for tax increment financing in the center city.

Along with the Warehouse District, the other areas to benefit would be lower Euclid Avenue, the “Collegetown” district south of Cleveland State University and the Avenue District along East 12th Street and Superior Avenue.
